What results do we need?
Is the result derived from one or more underlying results? If yes, break out component results and loop back to previous question. If no, continue.
Are there multiple methods to achieve the desired results? If no, performance oriented regulation is not needed, method can be specified. If yes, continue.
Are any methods inherently illegal, dangerous or unreliable? If yes, insert specific prohibitions or restrictions and continue. If no, continue.
Can the stakeholder measure something to assure results? If no, start over. If yes continue.
Can the inspector measure something to assure results? If no, start over. If yes, identify results to be required and write a performance oriented regulation based on the required results.
